We have a quartermaster

I've chosen us a new quartermaster to sort out the messy stuff base. It's a trustworthy acquaintance of me and Nexxos named Andr3az. I know him from previous game I've played, from forum and irc. He's a wwp member, but has no access to stuff base. If anyone has anything against this decision, please speak now. Otherwise the one who has authority over the stuff base should add him as friend there.

Quartermaster's job:

- Keep the stuff base clean
- Repair stuff there (our cars, armors. However this is not decided yet)
- Secure drugs and ores from tc box to stuff base
- Be stingy and constantly complain that we cause a mess in the stuff base, don't care about our equipment and waste resources

Since im the quartermaster now, it aint anymore

There will be a cleanup soon and (if i leave anything in the base and don't steal it) you will see beautiful ordered items as soon youve pay the base a visit.
