Note to citizens:

Due to recent reorientation of WWP government, gathering of main gangs troops usually defending Redding (JDC) might not be as easy as before.

Indeed, TTTLA and allies are still angry about WWP new laws (which are no more based on TTTLA Law bible).
As for now, they have not yet made clear decision on how they will handle this disagreement.
