Musashi for chief of security?

The vote for chief of security went even between Slaz and Picho. Because of this we decided to delay the decision to choose a chief of security. When it comes to having officials who actually have the responsibility to make decisions, it's extremely important that these guys are easy to contact and can dedicate their time on wwp project.
Our candidates for the role in question didn't fully meet the requirements (they/anyone can pm to me and ask why), for the sake of wwp it's best to simply choose a man that fits the role best regardless of elections. Musashi asked if he could do the job, I have no objections against this. He is active and unbiased person, suitable to act in the role of chief of security.

The guy is really nice and friendly, but i think the diplomat role would be more suitable for him.

Well as Slaz was elected, I will manage the chief of security (with Pic Ho if he wish). But yes, Musashi would make a good diplomat.

And I agree to have Musashi as "co-diplomat" to help me IF he accepts.

Well, as Chief of Security, safety of citizens and visitors as well with WWP Rules are the priorities in your task, Slaz. In some important aspects it's colliding with Lawyer's agenda. So, as chief of security you can't be the Lawyers' agent. Decide then what fits you more, and what is better for you.

Redding inhabitant
Individual wastelanders with clean background have full freedom in Redding but must still submit to coersive means.
Criminal
Criminals of redding have no right to enter the town, they can be shot on sight by anyone.
To become a criminal, one of the following acts must take place:
- Murder or attempted murder of Redding's inhabitants
- Accompanying a raid party in Redding
- Serious* fraud or treason
- Encroach on unauthorized property
- Repeated** and unexplained*** murder of militia, slaves or town's key characters
- Unexplained, repeated and harmful**** vulgar misbehave
*Serius: considerable material losses were caused.
**Repeated: person didn't stop concerned misbehave after instructed to do so.
***Unexplained: person didn't explain or provide good enough reason to his misbehaves.
****Harmful: activity that violates public order and causes unnecessary nuisance among inhabitants.
Atonement
Criminals may ask to atone for their crimes in various ways:
- Contact WWP via either irc, forum or ingame*.

request happens in following way: after the criminal is disabled or he
manages to convince Redding locals not to disable him, he is to agree to
participate in an atonement meeting with a WWP member in guarded area
of the town, or in any relatively safe area.
- To atone crimes, one must pay a fixed price decided by WWP members who can be contacted during the meeting.
The WWP member who organized the atonement meeting is to contact other WWP members and preferrably the
victim
so that they can express their opinions about the proper price. If a
decision was made about the price but it's later considered too high or
low, changes can be made if necessary.
- After succesful atonement, criminal is to be considered as non-criminal.
Criminal gang
A gang is considered criminal if ambiguous number of its members have gained criminal status in Redding.
Truce and atonement
-
To atone their crimes, the gang must apply for atonement meeting and it
will follow its normal process as if individual criminal was in
question.
- After succesful atonement the whole gang is considered as non-criminal.
-
Individual criminal gang members without criminal status cannot atone
themselves separately and stay in the criminal gang, except for
particularly good reason.
- From particularly well-grounded reason a
truce can be put in order between WWP and Criminal Gang. In such case
members of that gang will be considered as non-criminals, until Truce is
lifted.
Rights and responsibilities for WWP members.
- WWP members have access to town control locker from which they can withdraw modest sum of drugs and money
for their personal use every day. Remaining supplies are handled by The Vice Chancellor of Finance as instructed.
- WWP members with official roles must perform their duties regularly, effectively and stay in contact.
Coersive means

Coersive means are to be handled mainly by Redding Guard, but if such
character is not present any WWP member may carry out such actions. In
addition for particularly good reason any Redding inhabitant can assist
in such action.
- Coersive means are not to be implemented without justifiable reason.
- Coersive means must always aim to cause more good than harm.
- Coersive means include verbal advice, invading character's inventory, disabling by force
- WWP members must perform coersive actions in the most systematic manner and so that they follow an order of importance.

WWP members have right to prevent an action that would likely lead to
criminal act. Prevention must follow a scale in which the least forceful
act is performed first.
Crime prevention scale:
1. Verbal
advice. If possible*, verbal advice must be used to inform a suspicious
person that his actions might lead to an act of crime.
2. Disabling.
Suspicious person is to be disabled with whatever means necessary,
preferrably causing as little harm as possible.
*If possible: a situation where WWP member's or Redding inhabitant's lives or properties aren't in danger.
After succesful verbal advice or disabling, suspicious person is to be questioned and adviced to meet the questioner
in relatively safe place where the suspicious person can explain himself. If he doesn't explain himself and the act he
was prevented of doing meets the characteristic of criminal act, a report must be made and the person needs to be
declared
a criminal of Redding. If proper explanation is found, preferrably all
material losses lost in disabling should be returned.
Misuse of coersive means

Anyone can report misuse of coersive means. The report must be as
detailed as possible, its truthfulness will be verified by persons who
have been chosen to execute internal investigation.
- If the report
is proven to be trustworthy, punishments of various degree are put in
practice depending on the severity of misuse.
Martial Law
Martial law will be put in practise when Redding's safety is in particularly vulnerable state. During Martial Law
following rights and responsibilities take place.
- WWP members participating in capturing must inform locals about martial law before it is activated

WWP members may pay extra attention on preventing possible acts of
crime. Crime prevention scale still applies but it must be followed so
that priorities are taken into account.
- Material losses during Martial law are to be paid preferrably.
Essential note regarding general behaving
- We do this for fun
- If someone tries to abuse these laws against us, he can go to hell

It's like in any government:
Citizens vote to elect government's members (here 4 members) AND those members take decisions.
It's the principle of a government.
Otherwise, they will be no government and for each decision, there will be a referendum.

When it comes to a key rule, with permanent and deep effects, that deal with Redding whole ideology, there is absolutely no reason to ignore the assembly vote/opinion.
As we are in a city-state, all citizens are, de facto, members of assembly.
(and redding code is part of those decisions, as, i hope so, it won't change after been agreed)
