Free inhabitants are people who visit our town regularly with good intentions. No need to post screenies, just send their names here if you notice we got new regular visitors.

Authorized outlaws are people who are known to participate in shady activities outside Redding, but haven't actually gained criminal status in Redding.

TerranMarine is in outlaw list.
He camped in the Hub east side, killing all npc and player, to get their stuff. (was already outlaw, at the time)

It is not so safe to have him as wwp.
